I agree, citations are very important when it comes to google local seo. But a keyword rich posting is also of great value.
Sometimes just using keywords in your posting and title can get you in the top ranks for your search term. If your competitors are using the same or similar keywords, then the citations will make the difference.

Maps and citation through observation works for us as far as organic search. Which we highly embrace for seo and old skool marketing. Will go into maps in some other post for mobile as well.

Citations are good for reinforcing map data, but building links from websites about your community is best to reinforce the organic listings which more people click on.

I think local search is starting to divide itself between map rankings and more traditional rankings.
